Outline of Final Research Achievements

We investigated impacts of networked infrastructure, such as airports, seaports, railroads, highways, and information networks. Our theoretical and empirical studies shed lights on the roles of these network infrastructures and carried out policy analyses. Given multiple markets and economies are combined in a network, an analysis on one particular part of the network without considering network externalities may mislead us. While investigating individual markets and economies, we need to describe all elements in the network in a general equilibrium framework so as to model economies of agglomeration in industry and population simultaneously for our policy analysis.

Academic Significance and Societal Importance of the Research Achievements

都市や交通ネットワークの整備は政策的意思決定に依るところが非常に大きい。例えば日本では、国土交通省等が、費用便益分析マニュアル等を用いて透明性の高い政策的意思決定を行おうと努めている。ただし、そこでは分析上の限界や費用の問題から、すくなからず捨象されている要素がある。その最も代表的なものが外部性である。排気ガスや騒音といった負の外部性については考慮されているものの、ネットワーク上で連結されたことによって生じる外部性や、ネットワークを通じて波及してくる外部性については捨象されていることが多い。本研究では、こうしたネットワークやその上の外部性について焦点を当て、政策的含意を導こうとしている。
