Outline of Annual Research Achievements

In 2016, most of the research time was spent on collecting the initial research data from the selected cities (Shanghai, Seoul, Tokyo and Delhi) through organizing some research meetings and workshops. Preliminary research in the first phase reveals that the clean energy policies should focus on promotion of energy sector reforms, capacity building and governance. The second part of research was concentrated on finalizing the modeling framework, including the CGE model and public health co-benefits assessment model. The modeling framework was used to evaluate the BAU scenario in the cities of Shanghai and Delhi. The projections of energy related emissions were carried out by analyzing the historical consumption of energy carries and changes in the level of activities.

1: Research has progressed more than it was originally planned.

Reason

So far, I am on schedule with the research project. I think the overall objectives of the first phase of the research have been achieved through developing the concept and methodology of the research, collecting required data and also initial testing of the developed methodology by the help of local officials working in selected workshops. The expertise of local collaborators helped us to obtain insight into specific proposed clean policies, including scale, challenges and future plans in their cities. The first phase of our research was useful in understanding the role of multi-level governance and policy making on clean Energy in the selected cities.

Strategy for Future Research Activity

In the second phase (FY 2017), the modeling framework will be used to:
1) Quantify the implications of the proposed clean policies which have already been identified from the surveys and collaboration trips and estimate the potential impacts on both sides of demand and supply (In comparison to BAU scenario);
2) Find the optimal (least cost) plausible portfolio of clean energy policies;
3) Estimate the multiple benefits (Energy, Environment, public health and economic development) of the optimal portfolio of clean energy policies in Tokyo, Seoul, Shanghai and Delhi
4) The policy objectives of the optimal plausible portfolio will be prioritized across the drivers/barriers in each city

Causes of Carryover

We had planned to buy some books from the remaining budget, but the company was not able to deliver our order, before the end of March 2017.

Expenditure Plan for Carryover Budget

We plan to buy three books from the renaming budget (56,475円), in order to support our research project.
