Outline of Final Research Achievements

The purpose of this research project is, in order to find the concept and mechanism of decentralized system in the American society, to analyze the Highway Federal-aid scheme upon the process of upgrading transformation infrastructure under the Globalization. Especially it is the most interesting that the leading “explanatory” projects by the leading state governments promote the federal government’s reform and restructuring the Highway Federal-aid.
I studied the documents about the big projects in both Los Angeles, CA and Arlington, VA. Both projects are good examples of the decentralized relation between Federal Government and State Government.

Academic Significance and Societal Importance of the Research Achievements

アメリカの政府間財政関係では、州・地方政府側のイニシアティブが主体であり、連邦政府の役割は州・地方政府レベルの政策の実現可能性と成果を高めるための補完的な支援を行うという位置づけにある。日本においても、地方レベルでの政策形成及び運用能力の向上が重要な課題となっており、アメリカの州・地方政府レベルにおける地域内の合意形成や成果評価の仕組みは、日本における地域システムを構築するためにも、大いに役立つと自負している。
