Outline of Final Research Achievements

It was disaster relief dispatches that enabled the GSDF to gain legitimacy in the eyes of its citizens and established its importance within Japanese society. Despite their importance in building SDF legitimacy, there has been little research about disaster relief dispatches. This research examines the historical development of the GSDF’s disaster relief operations that helped it achieve legitimacy.

Academic Significance and Societal Importance of the Research Achievements

東日本大震災のような大規模災害から、集中豪雨による地方での深刻な災害に至るまで、自衛隊の災害派遣活動への国民的期待は高まっている。だが、本務である「国防」とのバランスや地方自治体との連携が困難であることなど、その課題は山積している。自衛隊の災害派遣の経緯をたどる本研究は、こうした難題を説く手がかりを豊かな歴史の中に訪ね、「国防」と「防災」という新たな視角から戦後政治史研究を問い直す試みである。
