Outline of Final Research Achievements

This study was carried out to examine possibilities of space management policy making that based on the relationship between local community members and commons. In approaching the theme, the study first examined the significance of the viewpoint of the community members’ daily life to discuss the common space management. Then, the historical characteristics of the commons were revealed by the case study of local rules to use riverside. Based on case studies of tidal flats development, the study identified the necessity of space management policy making based on the local community’s decisions which made by people’s “needs of life”.

Academic Significance and Societal Importance of the Research Achievements

これまでのコモンズ研究においては、従来からのオーバーユース問題の解決に向けても、新たに課題となってきたアンダーユース状況への対応についても、コモンズ空間をめぐる公・共・私のそれぞれを対立的にあつかう「分離型コモンズ」理解が中心となってきた。それに対して本研究の意義は、コモンズにかかわってきた人びとの実際の付きあい方に依拠することによって、公・共・私が互いに重なりあい、また相互に転換しうる「重なり型コモンズ」理解からの政策的可能性を検討することができた点にある。
