Outline of Final Research Achievements

Maurice Hauriou, a eminent professor of public law in French Third Republic, presented a unique theory of parliamentary government system. This research analysed the political, social and academic backgrounds of this theory. I wrote a long dissertation and had a chance to publish it at the journal of my university.

Academic Significance and Societal Importance of the Research Achievements

議院内閣制は元々君主制の国家で発達した権力分立の仕組みであったが，それが民主政の下でいかにしたら生き残ることができるのか。オーリウは，民主政の下では，大統領を公選にすることで，いわば民主政の力を使って議院内閣制を立て直そうとした。もっとも，当時の時代状況と付き合わせてみると，それが失敗であったことが分かる。民主政の下では，かえって権力集中が進んだからである。その失敗を克明に辿ることで，しかし，現在の私たちにとっても同じ問題は残っており，それをどのように解決したらよいかはなお考える必要があることを認識することができる。この点が意義といえるように思われる。
