Outline of Annual Research Achievements |
In order to gain a better understanding of what the obstacles are to the establishment of an NHRI in Japan and to test the hypothesis that the Ministry of Justice holds the key to this, during this first year of the project I enriched my familiarity with the relevant arguments raised in parliament. Consulting Diet minutes, media reports and other official documents, I re-constructed the flow of events and the parliamentary debates surrounding the LDP’s 2002 bill, and the DPJ’s 2005 and 2012 bills aiming at establishing such an Institution, which were all shelved. This narrative and analysis is to become part of my forthcoming article in the journal Human Rights Quarterly.

1: Research has progressed more than it was originally planned.
Reason
I have accomplished the task for the first year of this project, as planned, and have already written a 10,856 word article, which has been accepted by HRQ. This was what I actually planned to achieve in the second year and I am very pleased that I was able to progress as much. I am currently in the process of making small changes to this text in response to the more detailed review of the HRQ team.

Strategy for Future Research Activity |
Over the next year, I plan to fill the gaps in my research that were found by the HRQ’s editorial team as well as those which I noticed myself, so that I am better prepared to present my findings to the wider public. When appropriate, I intend to enrich my narrative even further, as my understanding of the issues evolves. I also hope to draw stronger conclusions as the role of the Japanese Ministry of Justice in allowing an NHRI to be established, and to continue following the relevant developments.
