Outline of Final Research Achievements

This study considered the role sharing between public and private on elderly care. This study compared the Finnish and Korean care policy with Japanese mainly. As a result, it became clear that the Japanese care policy forcing many burdens on families and volunteers does not have sustainability.

Academic Significance and Societal Importance of the Research Achievements

介護保障制度の発展や、それをになう人材確保・育成を目指すにあたって、ボランタリーな人材に多くを依存する政策には限界があり、専門職の養成やその就労継続可能な労働条件の保障をベースとした公的サービスの拡充が不可欠であるということが示された。介護を家族で抱え疲弊する人々、必要な介護サービスを十分に受けられない要介護者が多く存在する日本において、介護のにない手・要介護者双方の人権保障を実現するための介護保障システム構築の方向性を見定めるにあたり、重要な示唆を得ることができた。
