Outline of Final Research Achievements |
This research was aimed at pursing the dynamic process how local governments and enterprises and/or their Corporate Social Responsibility (CSR) related organisations cooperate with each other in providing local public services, such as health and social welfare. In-depth interviews were conducted in the Philippines both with the local government units (LGUs) and the enterprises in 1999, and in 2002-2003 (to observe how such cooperation functioned under the COVID-19). The research revealed that CSR related organisations have faced with difficulties in cooperating with local governments, so that they turned their role to instruct local governments rather than being an equal partner of them.

Academic Significance and Societal Importance of the Research Achievements |
本研究の意義は、近年高い関心を集めている開発とビジネスに関わる研究を、既存研究に希薄だった途上国行政と企業の協働という行政学的観点から研究した点にある。同時に、途上国行政研究における市民参加に関する研究群に対しても、本研究が行政組織の協働の対象に企業やそのCSR関連組織という新しいアクターを含めて理解を深めたことには大きな意義がある。また、研究実施期間が再三延長された結果、企業=地方行政の協働についてコロナ禍という特殊な状況下での長期的な変化を観察することができた点も収穫であった。
