Research Abstract |
This study is pointing out the different styles of urban renewal in the western countries such as the United States, Germany, and northern European countries in relation to their urban policies. In the case of the United States, the federal government which heads for the "small government", does not correct disparities of financial conditions among local governments. As a result, local governments are getting more and more independent as well as competitive to attract companies to their regions for the federal tax reduction and economic revitalization. (entrepreneur cities) Under this neoliberal decentralized system, the increased supply owing to the private sector vitality and the relaxation of regulations by the federal government is supposed to trickle down to the area with problems. And the distribution of budget to the programs for axial inclusion in the labor market and the housing market is minimized. Under the decentralized welfare social system in Germany and northern European countries, in line with the 'principle of subsidiarity', the local government is responsible for welfare, and the taxation and financial systems are based on local tax. The adjustment system to minimize the financial disparities to provide, at least standard, services of axial welfare is working. This decentralized welfare system is referred to as "Social City" where there are educational and training programs for citizens to enter the labor market, and the housing policy to promote social mix is adopted.
