| Research Abstract |
In this research, I investigated about the relation between housing standard and rents of low-incomes. Through the study, I analyzed the subject on the housing measure for low income groups from a viewpoint of housing safety net.
The following investigations were conducted.
1.Cooperating with the NPO organizations who are supporting the homelessness, I collected the data of apartments which former homeless people moved from the Tokyo Metropolitan Toyama Park, under the "Support System for homeless people to transit from blue sheet tent to permanent housing" which Tokyo Metropolitan Government is undertaking.
2.Cooperating with Osaka City and the Osaka City Health Welfare Center in Nishinari Ward, I surveyed the questionnaires to aged people over 60 years old who receive public assistance.
3.Using existing housing statistics, I did the comparative study on the private rental housing market and the standard of the housing allowance.
4.Cooperating with the Osaka Work Welfare Habitation Issue Study Group, I surveyed about people who got the stable residence from the homeless state using welfare etc..
5.The environmental standard of welfare institutions and shelters for homelessness was examined.
In Tokyo and Osaka, the housing market for the housing poor has appeared. These residences are supposed to be rented by people who receive public assistance, and they make it easy for people who have public assistance to get the permanent housing by not requiring a deposit or a guarantor. This is paving the way for getting residence to the person to whom only institutional protection was applied conventionally, on the other hand, the housing standard of a residence is remarkably low. To improve the housing standard, the approach from the both sides of housing administration and welfare administration is required.
