Outline of Final Research Achievements

Since the Great East Japan Earthquake, all organizations, groups, communities, and individuals in Japan are expected to make efforts in disaster reduction activities. However, the problem has arisen that the government and administrative agencies' efforts to encourage people to take action have instead fostered negative attitudes. Therefore, in this study, we conducted an empirical research to find out what kind of efforts can create a positive mentality.
Sustained practices in Nagata-ku, Kobe; Kusatsu City, Shiga Prefecture; Kyotamba Town, Kyoto Prefecture; and Fukui City, Fukui Prefecture, in sharing disaster information through local media that are relevant to the local context, have all resulted in increased disaster awareness and positive changes in disaster prevention behavior in these areas.

Academic Significance and Societal Importance of the Research Achievements

災害列島とも言われる日本社会は、グローバル社会の中にあって、格別に防災活動が熱心に推進されているという特性を持っている。そのため、持続的な取り組みを行い、その効果を実証的に測定し、多様な知見を蓄積していくことは、世界のリーディングケースを生み出すポテンシャルがあると言えるだろう。
防災活動は、とかく「やらないよりもやったほうがよい」という精神論に囚われたり、マンネリズムに陥ったりしがちである。しかしそれでは、実質的に防災対応力を高めることはできない。そこで本研究では、そうした難点を乗り越える糸口を模索するため、災害情報の活用策の観点から、様々な地域で適用可能なアプローチを模索した。
