Outline of Annual Research Achievements |
1.Risk assessment methodologies were reviewed, and 3 methodologies (2 quantitative, and one qualitative) were selected for benchmarking. Based on the analysis of rating systems frameworks, consultation with experts (in Japan and abroad), and the results of the benchmarking exercises, four key elements for the Natech RateMe framework have been clearly defined, and some basic criteria for performance evaluation under each element have been determined. 2.Comprehensive analysis of reported Natech accidents to the United States National Response Center database, which contains over 800,000 records, has been carried out to extract Natech cases, identifying risk factors and cause-effect relationships. Furthermore, the potential barriers that can be adopted for accident prevention and/ or for accident propagation and mitigation have been identified contributing to the proposed catalogue. 3.Among the key elements of the framework, risk governance and external environment including interaction of residents and the industrial park areas were identified. Thus, it is important to understand residents’ risk perception and trust in government and industry. Thus, a household mail survey was applied in Osaka Bay and Tokyo Bay to clarify these issues. 4.The researchers participated in several national and international conferences and meetings to present the preliminary results of the study, and also to connect this Japan-based study to a broader international audience. Another achievement, includes a peer reviewed publication in an international journal.

Reason
The research activities have been carried out smoothly and as planned in the research proposal. This project has been progressing very well, and the researchers have confidence to achieve the objectives and tasks to complete the project on time. Due to a growing interest in our work, a project meeting and Natech field trip to Colombia that was planned for March 2019 has been moved to June or September 2019 by request of the Colombian partners. Thus, funds have been carried over for this purpose.

Strategy for Future Research Activity |
In 2019, the work and deliverables of the previous actions will be completed and consolidated to propose a comprehensive area-wide Natech risk assessment framework and rating system to determine the performance of industrial parks to design level events. In cooperation with the research partners, the framework and rating system will be applied and tested at the Mamonal Industrial Park in northern Colombian with the collaboration of Ecopetrol. Several multi-stakeholder workshops and meetings will be organized in Japan and Colombia, and the results of the project will be presented at several international conferences including the International Pipeline Geotechnical Conference in Argentina, the IDRiM2019 Conference in France, and the EGU 2019 Conference in Austria.

Causes of Carryover |
Due to a growing interest in our work, a project meeting and Natech field trip to Colombia that was planned for March 2019 has been moved to June or September 2019 by request of the Colombian partners in order to raise awareness and better prepare for the meeting. Thus, funds have been carried over for this purpose.
