Outline of Annual Research Achievements |
Between April 2019 and June 2019, I conducted interviews with cybersecurity experts, Japanese government officials and practicioners in Japan and attended several conferences and workshop. Since September 2019, I am Visiting Professor at the University of Warwick (UK), where I am collaborating with Profs. Hughes and Christou on (1) theory and practice of cyber diplomacy and the (2) influence of cyber attacks on international cooperation, and (3) strategic and normative response. I have conducted interviews with UK and EU government officials and think tankers. I gave lectures and presented papers at several conferences.

2: Research has progressed on the whole more than it was originally planned.
Reason
I was able to conduct a large number of interviews, collected most of the documents in need, and was able to present papers at conferences, workshops, and invited lectures as planned. However, since mid-February 2020, all interviews and meeting were canceled because of the COVID-19 lockdown in Europe. It depends on the length of this lockdown when active research can resume.

Strategy for Future Research Activity |
Since February 2020, the UK and the rest of Europe is on lockdown, which is why I cannot conduct interviews or collect more documents. The original plan was to attend several conferences between April and June 2020, however, they have all been canceled. As of May 2020, I am writing articles and book chapters at home. Several collaborative opportunities with researchers in Europe have developed over the last year, and they will continue for the next few years. I expect that research results of this project will be published over the next 2-3 years.

Causes of Carryover |
I could not use the entire amount in AY2019 because a conference which I had planned to attend and present a paper was canceled because of COVID-19. In AY2020, my plan is to present a paper at either ISA2021 (if accepted) or attend a workshop/conference in Europe. I also intend to conduct more interviews and meet EU and NATO officials in Brussels and in the UK.
