Outline of Final Research Achievements |
This study shows the conditions for effective implementation of Public Private Collaboration (PPC) that can bring about “collaborative advantage”. First, it is necessary for each organization to adjust its own “institutional logic” so that it can pursue the goals of own organization and those of PPC at the same time. Through such adjustment of the "institutional logic", "collaborative advantage" that enables the creation of public and social values is created. Second, in response to the redefinition of the PPC by the administrative side in accordance with a change in the policy environment, it is necessary for each NPO to redefine own business missions for prevention of its deviation from the new meaning attached to the PPC assuming that the organizational capacity of each NPO is to be leveraged.

Academic Significance and Societal Importance of the Research Achievements |
研究成果の学術的意義や社会的意義は次の通りである。第一に、行為主体の実践を捉える制度論的分析を、セクターを超えた組織間関係たるPPC にまで敷衍させるとともに、PPC の実施過程を動態的にとらえる枠組みを提示したこと。第二に、PPC の実施に携わる実務家との反省的対話に基づいて、長期的視点から「協働優位性」の確立を前提としたPPC 実施条件を提示したこと。最後に、公共政策にかかわる実務家がそれぞれの立場から、実施運営の見直しや改善を行ううえでの指針を提供した点があげられる。
