Outline of Annual Research Achievements |
Conducted fieldwork in Tokyo, October 2019. Multiple interviews with key stakeholders. This fieldwork consisted of interviews with representatives from the Ministry of Land, Infrastructure, Transport and Tourism; Tokyo Metropolitan Government; Diversity Japan; the Council of Local Authorities for International Relations; Funabashi City local government; and Kawasaki International Association. Current Status of Research Progress
3: Progress in research has been slightly delayed.
Reason
COVID-19 has impacted progress. It has resulted in the cancellation of 2 international conferences at which we planned to present. We are currently seeking alternate forums for conveying our research, such as additional online journal publications. The COVID-19 situation has also provided an opportunity for our research, given the importance of understanding effective public hazard communication for ethnic minority groups to help ensure safety of the broader population from this pandemic.

Strategy for Future Research Activity |
After trialling a number of database types with which to build a repository of policy documents, we believe we have identified a simple and easy to use method, which we will be developing over the next six months. Given our inability to present at conferences under the current COVID-19 restrictions, we intend to publish short articles in several high-traffic, high impact online journals. We will continue to explore opportunities to present our findings. We will continue with our ongoing data-capture and interview regime, albeit relying on video-conference, telephone and email.

Causes of Carryover |
令和元年10月―11月に行った聞取調査により、新しい情報が得られた。作年度、総務省及び自治体国際化協会は、災害時の外国人支援の充実を目指し、地域国際化協会及び民間団体等も含め、地方公共団体の枠を超えた広域の応援協定推進を始めた。多くの取組が各地域での単独事業として行っていた是迄の事例とは異る。研究成果を纏める為には、更にこの相互支援の枠組みを調査することが必要となる為、研究時間の延長が必要。 使用計画は、新型コロナウイルスには大きく影響されることを予測できるが、4月から10月の間、ZOOMなどによる遠隔会議、ヒアリングなどを計画している。対面会議やヒアリングが可能になり次第実行する予定。元々計画した国際会議での発表の変わり、オンラインジャーナルなど、研究紹介を行う予定。
