Research Abstract

戦略的環境アセスメント(Strategic Environmental Assessment : SEA)は事業よりも上流の意思決定段階において実施する環境アセスメントである。本研究は、欧米の先進制度の分析を通じて、日本に適合した方法を探索することを目的として実施した。その結果、運用対象を意識した制度設計を行い、環境を専門とする複数団体の関与を早い段階から保証することの有効性などが示唆された。また、情報公開の徹底、異議申立との連動、都市計画制度との緊密な連動など、SEAに関わる諸制度の整備と連携を、SEA制度の整備と同時に行う必要性があることが明らかとなった。
