Research Abstract |
The administrative law has been traditionally developed as a national law, but it is now formed Europe-wide as well as internationally. We propose following two theories which can order such a changing situation : 1. Balance between classical and functional elements of constitutional principles ; 2. Coordination between plural legal systems. We also analyze the Scandinavian administrative law system that has been scarcely introduced in Japan.
