| Research Abstract |
本研究は、わが国の生活保護制度において、2005 年度に新たに導入された自立支援プログラムを利用者の視座から捉え直すことにある。そのためにまず、韓国で2000 年に制定された国民基礎生活保障法の下での勤労能力のある者を対象とする「自活支援」の経験における成果と課題を政策評価し、かつ「自活支援」の実施機関である自活後見機関の課題について検証する。つぎに、稼働能力のある者を実質的に排除してきた生活保護制度において、自立支援政策の導入により新たに捕捉されるそれらの者に対しての自立支援のための具体的な効果的援助方法について韓国のプログラムとの比較検討を行う。そして、自立支援プログラムに関する支援機関の在り方について考察する。
