| Research Abstract |
市民自治体の現状については、ドイツにおける「ローカル・アジェンダ21」や市民自治体、日本における「環境自治体」や「自治体議会改革フォーラム」などの事例研究を通じて、ドイツにおいて議会が重要な役割を果たすこと、NPOなど多様なアクターの参加の重要性、自治体職員やNPOが「コーディネーター」の役割を果たすことなどを明らかにした。さらに、ドイツではローカル・アジェンダ21の制度的安定化が課題であり、日本では自治体の再構築の動きがあるが、市民参加を可能にする議会改革が課題である。
