| Research Abstract |
EUが環境政策の形成に成功した一因としてソフト・ローの役割に注目、その政治的な意義の解明に取り組み、次の3点を確認した。1)ソフト・ローは政治言説の媒体となって言説連合の形成に寄与しうる。2)EUでは持続可能な発展の言説が欧州統合の理想を表現するように構成され、どの政治主体もEUに参画する以上否定しえない言説となった。3)しかし2000年以降は市場競争重視のリスボン戦略と軌を一にする形で、欧州委員会と閣僚理事会の言説連合が形成されていった。
