Research Abstract |
This research projects has focused on the current issues and future prospects of comparative study on the East Asian welfare systems. It aimed to collect the most recent information on research and policy development of East Asian nations where rapid social and economic changes are in progress by the collaboration with researchers of Asian nations, so that we can contribute to a new development of comparative study of welfare states. We has built the analytical framework of comparative study focusing especially on the East Asian nations, by reviewing previous studies mainly on historical development of each nations welfare systems. We have concluded that the Esping-Andersen's research framework, which is most often used in comparative studies since the 1990s, is not suitable for the comparative studies on East Asian nations. It is quite useful that the concept of the time difference in social development, and that welfare pluralism which include the informal and voluntary sectors. We have also concluded that the new indicators, which can replace the de-commodification of Esping-Andersen, to compare the East Asian welfare states, in particular to compare policy outcome. An alternative can be found in Social Quality Approach, which has attracted much attention in recent years. The concept of SQ includes quality of life of society as whole as well as individual quality of life and well-being. The SQ could be useful for the comparative study amongst the East Asian nation as it focuses on the degree of social inclusions and social empowerment in addition to the level of social expenditures. Further researches and trial would be needed to applying the SQ into comparative studies.
