| Research Abstract |
本研究では、現実に実施されているETC通勤割引制度を含む現行の高速道路料金体系を自己選択型差別料金制度として捉え、当該料金システムに基づく高速道路利用の効率性について分析した。その結果、既存の混雑料金理論では指摘されていないピーク時間帯に割引をしているにも関わらず、混雑水準が上昇しない状況を自己選択型料金制度の導入が生じさせ得ることと、その条件を解析的に導出し、混雑が悪化する場合の政策対応をまとめた。
