| Research Abstract |
本研究課題では、アフリカ諸国のガバナンスに対して、HIV/AIDSの感染の拡大がどのような影響を及ぼしているのかを分析した。特に援助供与主体をはじめとする国際的な行為主体の役割に着目し、これらの主体が、(1)対象国の政策過程に、発言力のあるアクターとして介入・参加している一方で、(2)時に現地の政府や各種団体の主体性・自律性を損なう政策を展開し、かつ、(3)対象国の市民にとっては無責任で非民主的な存在であり、国内の民主的制御機能を阻害し得るという、HIV/AIDSをめぐるガバナンスのあり方を明らかにした。
