Outline of Annual Research Achievements |
The achievement of the research study in 2019 included the successful data collection through 5 sets of interviews of local and prefectural government officials and the application of random household surveys in residential areas near industrial parks in Tokyo and Osaka Bay areas. A sample of 2000 households was made, with a response rate of 309 completed questionnaires. The results obtained from interviews and surveys have been analyzed, in order to identify the existing barriers, challenges, and/or causes for inadequate risk communication including lack of knowledge and low risk awareness, fear of loss of property values, among other reasons. We found that prefectural governments have carried out risk assessments and posted information online on a voluntary basis. They household survey showed that citizens’ perception of the existing Natech risks has been looked into, as well as their trust for the local governments’ Natech risk management. The preliminary results from this research had been reported at the Society for Risk Analysis Annual Conference in the United States in December 2019. Furthermore, the preliminary findings from part of this study have been included in the proceedings of DPRI Annual Meeting, at the Disaster Prevention Research Institute, Kyoto University, held in February, 2020.

The research activities have been carried out as planned in the research proposal. This project has been progressing very well, and the researchers have the confidence to achieve the listed tasks according to the research plan.

Strategy for Future Research Activity |
Results obtained from interviews and surveys will be further analyzed, in order to identify the existing barriers, challenges, and/or causes for inadequate risk communication in the current Japanese disaster risk management system. The study will look for evidences to present the current social trust among citizens and the authorities, regarding the Natech risk information communication disclosure for the purpose of creating a safer and Natech resilient society. We will Submit research articles to international peer review journals and present the final results from this research at the SRA Europe 2020 Conference, and disseminate the findings from this research to fellow scholars at Kyoto University and other relevant stakeholders.
