Outline of Annual Research Achievements

地球持続可能性に向けて、IoT、AIなどのデータ駆動型イノベーションがスマート・シティの創出に大きな役割を果たす。本研究は、科学研究、技術開発、社会実装において多様なデータが大量に生成される中で、大学、産業、公的機関などのステークホルダーが連携し、科学技術の知識の共有を進め、利益相反や知的財産の管理を適切に行いイノベーションを創出するプロセスを分析する。日本、米国、欧州、中国のイノベーション・システムのメカニズムの理論的なフレームワークを検討し、科学論文、特許、プロジェクトなどのデータベースを構築し実証的な分析を行う。オープン・イノベーションの観点から、科学技術データの公開、知的財産の管理、個人情報保護、センシティブ情報へのアクセスなどの課題を検討し、オープン・データの研究開発活動に対する影響、ステークホルダー間でのデータ共有・交換のインセンティブなどへの公共政策・制度設計を提案する。本年度は、スマート・シティのイノベーション・システムに関して、各国・地域の状況を踏まえた国際比較研究を行うにあたって、主に文献調査を通じて、日本、米国、欧州、中国におけるイノベーション・システムに関する基礎的な情報を収集した。特に、各国・地域におけるイノベーション・システムの特徴として、知識・技術ドメイン(産業セクター別特性)、アクター間の関係・ネットワーク(大学、公的研究機関、既存企業、スタートアップ企業、政府、産業団体、非政府組織)、制度環境(知的財産権(特許・著作権)、標準化、R&D支援、情報普及、市場競争、アントレプレナー支援、オープン・データ)に注目し、基本的な背景の整理を行った。

本研究課題の現在までの進捗状況に関して、これまでスマート・シティのイノベーション・システムの国際比較に向けて、主に文献調査を通じて、日本、米国、欧州、中国におけるイノベーション・システムに関する基礎的な情報を収集した。各国・地域におけるイノベーション・システムの特徴として、知識・技術ドメイン(産業セクター別特性)、アクター間の関係・ネットワーク(大学、公的研究機関、既存企業、スタートアップ企業、政府、産業団体、非政府組織)、制度環境(知的財産権(特許・著作権)、標準化、R&D支援、情報普及、市場競争、アントレプレナー支援、オープン・データ)に注目し、基本的な背景の整理を行った。以上の状況に基づいて、本研究課題はおおむね順調に進展している。

Strategy for Future Research Activity

今後の研究の推進方策として、スマート・シティに関するイノベーション・システムについて、科学論文、特許、研究開発コンソーシアム、実証プロジェクトなどに関するデータベースを構築し、大学、企業、公的機関の連携関係を解明していくことを目指す。科学論文データベース、各国・地域特許データベース(特許庁、USPTO, EPO, SIPO)、研究開発コンソーシアム・実証プロジェクト報告書(NEDO/JST, NIST/DoE/ARPA-E, EU Horizon 2020, NSFC)、業界誌・レポートなどを活用し、関連する個人や組織を同定していく。大学、企業、公的機関などの性質・属性に関するデータベースと、科学論文共著、特許共同出願、共同技術開発、共同実証プロジェクトなどのデータベースを結合して、広範なリレーショナル・データベースを構築することで、イノベーション・システムに関わるアクター間の関係性を分析することを検討する。
