Innovation Systems of Smart Cities: Comparative Analysis of Japan, United States, Europe, and China

Outline of Annual Research Achievements

本年度は、これまでのマクロ的な構造の分析に基づいて、大学、産業、公的機関のアクターからミクロ・レベルの情報収集・分析を行った。具体的には、データ共有・公開に関して、科学技術・産業分野の種類・特質、標準化・インターオペラビリティ、インセンティブ・モティベーション、オープン・データと知的財産管理、ビジネス・モデル、メインテナンス・マネジメントなどに関して、実際の現場の状況に関する情報を収集・分析した。その上でイノベーション・システムに向けた公共政策、制度設計の課題として、知的財産権(特許、著作権)に関する基盤的整理、創作性のないデータベースの保護、データベース独自の権利、データ・コモンズの可能性、国際的な枠組み作り・標準化(OECD, ISO, UN)などを検討した。マクロなデータ分析とミクロ・レベルでのインタビューなどで得られた情報を基にして、同一の分析手法を各国・地域のデータに応用することで、社会的・文化的に異なる条件でイノベーション・システムのメカニズムがどう異なるのか、実証的な検証を行った。各国・地域間でのイノベーション・システムの親和性、その相互作用を通じた変化を理解することで、日本の技術が国際的に有効に活用されるための可能性と課題も明らかにした。長期的にデータ駆動型イノベーションがグローバルに進展する中で、日本と海外のイノベーション・システム間の相互依存に基づく互恵的連携に向けた戦略を検討した。
