Outline of Final Research Achievements

Special attention is given to the Save the Children Fund (London), founded by British sisters, Eglantyne Jebb and Dorothy Buxton in 1919, immediately after the armistice of the First World War, to help the children of former enemy countries, and its transnational umbrella organisation UISE (Geneva) in 1920. Against the background of Britain's (and Europe's) relative decline and the spectacular rise of the USA in the field of humanitarian activities, this research has identified the major challenges faced by the SCF and the UISE and their astute strategies for reaching both those in need and those who wanted to help.

Academic Significance and Societal Importance of the Research Achievements

子どもの救済という大義は現在、広く受け入れられているが、その内実を歴史的に検討すると、必ずしも相いれない二つの潮流が呉越同舟的に合流していることが分かった。一方では自国の人口的・経済的・軍事的な意味での将来を担う世代の育成というナショナリスティックでしばしば排他的、国同士で競合するような目的。そして、もう一方では、（SCFやUISEが目指したように）国・宗教・階級に関わりなく、敵見方の区別もなく、人類全体の将来世代の保護・育成をすべし、というトランスナショナルで包含的な目的。この視角は、国内外の子どもの多種多様な窮状を前に、国際社会、国、地方、民間がとるべき優先順位を考える助けとなるだろう。
