Outline of Annual Research Achievements

1. comprehensive literature review on Public Value theory and its theoretical foundations in such fields as public good, Common Good, social capital, social infrastructure, and public enterprise; covering publications in English, German and Japanese; publication of discussion paper under preparation
2. comprehensive literature review on Public Corporate Governance theory covering publications in English, German and Japanese
3. comparative database for longitudinal financial analysis of German Stadtwerke and Japanese public enterprises in the field of infrastructure- and energy-related service
4. 1-month field research trip in Germany (mid February/mid March 2019)on Stadtwerke business model and governance, as well as Public Value evaluation methodology

Current Status of Research Progress

2: Research has progressed on the whole more than it was originally planned.

Reason

1. Longitudinal, financial analysis of German Stadtwerke and Japanese public enterprise revealed substantial structural differences in their business models, in particular in respect to energy-related business
2. the scheme of public corporate governance of German Stadtwerke, their legal and institutional foundations, and critical issues became evident
3. methodological approaches for evaluation of Public Value have been identified and evaluated
4. Abstracts for paper presentation on "Public Corporate Governance at Stadtwerke" at the 日本地方財政学会 in June 2019 accepted; full paper under preparation

Strategy for Future Research Activity

1. comparative analysis of application of Public Value in the management and governance of public enterprises in USA, UK, Australia, New Zealand, and Germany
2. development of the methodology for Public Value evaluation for a survey and cases studies on Japanese public enterprises by adopting the Public Value Scorecard of St. Gallen University / Leibzig University of Applied Science
3. Literature review on SDG-oriented sustainability management and integrated reporting as a framework for internal governance of public enterprises
4. Case study analysis of business models and strategy development at German Stadtwerke
5. Organizing international conference on Public Value theory and Public Corporate Governance in autum/winter 2019

The expenses for the research field trip to Germany (mid February~mid March 2019) will be incurred in FY2020
