水田エコテクノロジーによる西アフリカの緑の革命実現とアフリカ型里山集水域の創造

Research Abstract

ガーナおよびナイジェリアにおいて、60サイト以上150ha以上の規模のアクションリサーチを実施し、5つの要素技術((1)適地選択と適田システムのデザイン、(2)耕耘機利用の低コスト開田技術、(3)実施主体となる農民グループの組織化と訓練、(4)新規開田に引き続く当該年度における高収量水田稲作の実施、(5)サワ方式を持続的に展開する土地および社会経済制度の調整)からなる、個々のアフリカ農民の自力による、適地適田パーソナル灌漑水田開発方式〈サワ方式sawah approach、あるいはサワ技術sawah ecotechnology〉を、自力展開が可能な水田開発戦略として確立することができた。今年度は当初目標をさらに進めて、この水田開発戦略がガーナ国では食糧農業省(MOFA)の普及局、ナイジェリア国では連邦農業省の低地開発局(Fadama III)の稲作振興政策の中核として位置付けられ、当該国の稲作農民達に飛躍的に受け入れられるための方法を明確化することを目標に実施した。我々のアクションリサーチは3種類に区分できることが分かった。即ち第一段階はDemonstration stageで、研究者が、各州の中心的サイト数ケ所で、MOFAあるいはFadama III普及員と篤農にsawah ecotechnologyをオンザジョブで訓練しながら〈2-3ケ月で2ha以上の拠点となる水田の新規開発と水田稲作の展示圃場〉の確立。第二段階はextension stageで、研究者の支援の下で、普及員や篤農が拠点サイトの周辺3-5ケ所で、篤農と一般農民をオンザジョブで訓練しながらく2-3ケ月で2ha以上の普及訓練サイト確立〉する。最後の第三段階はfarmers' to farmers' technology transfer段階で、普及訓練サイトの周辺で、篤農が一般農民を訓練しsawah ecotechnologyが〈農民から農民に自力展開しながら拡大すること〉を確認するアクションリサーチ。この第3段階が確認できれば、我々のsawah ecotechnologyは、アフリカの緑の革命にインパクトある貢献をすることになる。これが、次年度以降の目標となる。
