Research Abstract

西アフリカに緑の革命を実現する戦略として、農民による自力展開可能な適地適田灌漑水田開発戦略(sawah ecotechnology)を確立するため、大規模なアクションリサーチを実施し、両国の政策決定者に提示した。ガーナで50ケ所100ha、参加農民数百人規模で、ナイジェリアでは100ケ所200ha、参加農民千人人規模で実施した。農民の自力展開の目標は、1台3000-5000ドルの耕運機で3年以内に10haの基準機能(4t/ha以上の収量)を満たす灌漑水田(Sawah)を開発し、年間の籾(paddy)生産額を40-50ton、粗売上高2-2.5万ドルの達成である。ガーナのAshanti州、ナイジェリア北部のKebbi、Kaduna、Niger州、Ebonyi、Ondoの各州ではこの目標を達成する農民が各々1-数人育成された。この成果を西アフリカ全土へスケールアップすることを目標に、第一回国際Sawah technologyワークショップを2011年11月22-24日、クマシで近畿大sawah project,ガーナCSIR,JIRCAS,AfricaRiceと共催した。ガーナ、ナイジェリアFadamaIII、トーゴ、ベナン、インドネシア、セネガル、JICA,FAO等から、関係者約150人が参加し、ガーナの産業科学大臣が基調講演を行った。又、Sawah technologyの技術マニュアルを出版した。以上の結果により、ナイジェリアのFadamaIIIは2012年2月29日、Sawah ecotechnologyの全土への普及を決定した。これを受けて、世界銀行はSawah ecotechnologyをナイジェリア全土に普及させるためFadamaIIIの後継プロジェクトを2012年度からスタートすることを決定した。この技術は2010年よりJICAがケニアのムエア地区で5年計画で開始した、円借款による大規模灌漑水田開発(132億円で5000haのリハビリと4000haの新規開田)に比べ、10分の1以下のコストでしかも内発的な自力発展性を有する(5年間でナイジェリア全土の100ケ所で合計5000haの新規灌漑水田開発が10億円程度で実現可能と推定される)ことから、ナイジェリア農業大臣に説明し、その賛同を得たうえで、JICAの円借款プロジェクトとしての実施を成功させ、これまでのODA方式の根本的な改革に資すべく、在ナイジェリア日本大使館とJICA、およびJICA本部へ説明を開始した。
