Outline of Annual Research Achievements

本研究は、インドネシア泥炭地の荒廃と回復,その過程における土地権のあり方について研究した。企業の産業造林権取得は住民の間にさらなる森林喪失の危機感を生み、住民による森林の伐採、開墾、土地権先取が進みこれは結果的に泥炭地の荒廃化につながった。一方、住民も企業も一旦なんらかの土地権を得ると、泥炭火災を防止するなど土地管理を強めることも明らかとなった。住民は繰り返す泥炭火災にあうと、土地権の弱い土地（なんの土地証もない土地）は放棄する傾向があるのに対し、土地証があって土地権が強い土地は管理を強めた。このように、環境と土地権の間には強い関係がみられ、環境の保全は土地権を強化を促す重要な要因であった。一方、土地権の強化が環境の保全につながるがこれは住民が土地権を得たのちであった。他方、調査地の大半は政府指定の森林地域である。政府が管理する土地であるにも関わらず、政府の管理による泥炭火災の防止は進んでいると言えない。政府指定の森林地域における政府の土地権と住民の土地権の重複問題について、政府は社会林業の実施による住民に対する土地使用権の付与の道を開いている。ただ、実際には紛争地以外では住民は社会林業実施のインセンティブを持たない。一方、住民は政府が禁止する、政府指定の森林地域における土地情報書(SKT)の発行を進めている。住民や村行政は、SKTは所有権を示す書類ではないがその存在によって、住民間の土地紛争が防止され、かつ泥炭火災時に誰が消火をするのかについての責任関係を明確にしていると主張している。すなわちSKTは住民土地権の強化と環境保全をもたらしているのであった。これら土地権、生物多様性、炭素排出、泥炭湿地化、ガバナンスやジェンダーからの研究を進め、科研としてスプリンガーから２冊の英書をオープンアクセスで公刊し、非常に多くの閲覧を得ている。その他、2冊の英書を国内外で出版した。
