2023年度においては、コロナ禍により、海外での研究成果発表及び海外研究者とのディスカッションが十分に出来なかったことを踏まえ、その点に注力した。
2023年10月17日から20日に亘って、ベトナム民主共和国ハノイ市で、「The Role of Public Governance in Socio-Economic Recovery and Development (社会経済的な回復と発展における行政の役割）をテーマとして開催されたEROPA（Eastern Regional Organization for Public Administration）の2023年度総会に参加し、「Introduction of Whistleblowing Systems in Municipalities in Kyoto Prefecture, Japan」と題した発表を行うとともに、会議の1セッションのモデレーターとして議論に参加した。
なお、同会議のサブテーマは、①Socio-economic recovery and development:issues raised and the need for renewal of public governance ②Renewal of public governance to promote socio-economic recovery and development
③Building public governance capacity to promote socio-economic recovery and development であり、上子は18日午前にサブテーマ②の討論において発表するとともに、同日午後のサブテーマ①の第2会場の討論のモデレーターを勤めた。
これらの発表討論の内容を踏まえ、所属する立命館大学政策科学部の紀要「政策科学」の第31巻第2号に「Introduction of Whistleblowing Systems in Municipalities in Kyoto Prefecture, Japan」を発表した。

Reason
2022年度までにおいて、当初の計画による研究は概成しているものと考えているが、さらに、コロナ禍の状況下において困難であった海外での発表、討論をさらに進めようと考えている。
本年度においても、この海外での発表、他国研究者との討論において、一定の成果をしめせたと考えている。
一方、上子が派生的に興味を有している我が国地方自治体における内部通報制度についての研究については、上子の社会貢献としての自治体での内部通報制度に関わる非常勤職としての活動にもは絡ませながら研究を進めてきたところである。

2024年度においては、引き続き、海外での発表、海外研究者との討論の場を持っていきたいと考えている。
また、派生的に研究を進めている地方自治体の内部通報制度についての研究については、京都府下の市において、上子が自治体での内部通報制度に関わる非常勤職としての活動を継続していることから、現実の状況にも着目しつつ研究を推進していきたい。。

| Causes of Carryover |
今だ、国際往来に制約が残っていたため、国際会議への出席が一回のみとなった。このため、次年度において、さらに一回の発表、交流の機会を持ちたいと考えており、そのための出張経費として使用したい。なお、EROPA (Eastern Regional Organization)の2024年度会議への出席を想定している。
