Outline of Final Research Achievements |
The purpose of this research is to examine the process by which prewar U.S. education finance theory and system were accepted during the postwar Japanese education finance reform period, and the subsequent development of the education finance system in Japan. The aim was to clarify this through comparison. During the entire research period, due to COVID-19 and the taking of maternity leave, historical materials related to educational finance reform in California in the 1920s, as well as historical materials from departments other than GHQ/CIE that were involved in educational finance reform in postwar Japan, were collected. Therefore, we had planned to conduct a field survey in the United States, but we had no choice but to abandon it. However, by proceeding with the collection of historical materials that could be accomplished domestically, we were able to compile the research results for this project in the final year.

Academic Significance and Societal Importance of the Research Achievements |
これまで、戦後教育財政改革の評価は、文部省を中心とした中央集権的な改革であったとして批判的に捉えられてきたが、むしろ、戦後教育財政改革は、ナショナルミニマム保障という観点から見た場合に、教育人権保障のための法制度が整えられつつあったという近年の先行研究を、本研究において実証する研究成果を得た。具体的には、戦後教育財政改革に携わったGHQ/CIEのモーガンによる日報及び米国カリフォルニア州における教育財政改革、さらには、教育人権保障を目的とする教育条件整備行政組織の設置経緯を文部省と他省庁との関係において明らかにしたことにより、昨今の脆弱な教育条件整備法制に与える示唆は大きいとみられる。
