外国からの移住者と受け入れ住民が新たな社会を形成するために必要な共通言語の枠組みを、海外の研究者・実践者と情報交換を行いながら構築し、提案する。具体的には、以下の3点についてである。
(1)多文化社会における共通言語の内容
(2)移住者に対する共通言語教育方法
(3)受け入れ住民に対する共通言語教育方法
