| Research Abstract |
In the process of creating an international order immediately after World War II, the infighting for ascendancy continued. While the United States took the initiative in the field of politics, and with the United Kingdom following, France sought a field where she could seize the initiative. While the position of the United States became dominant, the status of the United Kingdom declined. Since the French succeeded in letting the United States cede to France the initiative in the field of international intellectual cooperation, the successor organization to the International Organization of Intellectual Cooperation had its head office not in London but in Paris.
