日露戦争から第1次世界大戦の間における日露関係の対立から協調への外交関係の大きな変容について、日露、英露、日米、露米関係などの国際的視点から調査する。
日本、ロシア、イギリス、アメリカの国立公文書館、外交資料館、新聞資料などの資料収集を行う。
