Outline of Final Research Achievements

In this study, I will examine the division of roles and collaboration between the "government" (or "public"), such as the national and local governments, and the "private", such as private individuals and corporations, in the recovery and reconstruction from natural disasters. This area in which both the public and private sectors are involved is called "the area of public-private intertwinement". I examined the constraints and conditions when investing "public funds'' sourced from taxes in such areas.
Although public funds like this tend to be made free of legal restrictions due to necessity and urgency, when public funds are used through the budget, they are subject to legal restrictions under public law, just as in peacetime. The importance of obeying the law was reaffirmed.

Academic Significance and Societal Importance of the Research Achievements
