Outline of Final Research Achievements

The objective of this research was to evaluate the effects of diesel vehicle registration restrictions introduced in Japan in 1992 under the Automobile NOx/PM Law (ANPL), with the aim of reducing ambient pollution concentrations of suspended particulate matter (SPM). I found that economic benefits of improvements in air quality by the intervention was about US$70 billion. I also found evidence that net in-migration appears to be a key mechanism via which clean air was capitalized into higher land values. Furthermore, I found evidence that the intervention contributed to an increase in birthweights in designated areas.

Academic Significance and Societal Importance of the Research Achievements

これまで車種規制の大気汚染排出削減効果に関するエビデンスの蓄積が進んできたが、経済的便益や公衆衛生への効果については殆ど研究が行われてこなかった。公衆衛生への効果について本研究では、公衆衛生の対象を胎児に絞り分析を行ったが、規制の効果は、より広範囲(例:子供、成人、高齢者など)に及んだことが予想される。実際、外国では、自動車交通関連政策が、人々の健康改善に有効であるというエビデンスの蓄積が進んでいる。加えて、近年、大気汚染と教育成果や知能指数の関係が注目されている。車種規制が、こうした公衆衛生以外のアウトカムに与えた効果を分析することは、適切に規制の政策評価を行う上で重要である。
