Outline of Final Research Achievements

Analyzing the court case of Okawa Elementary School caused by the Great East Japan Earthquake, we classified the duties of teachers into three categories according to chronological order: before disaster, after disaster, and after disaster is complete. Aerial drone photography of evacuation drills to protect children from natural disasters was used to organize issues related to evacuation methods. The requirements for school facilities and equipment from the viewpoint of Eco-DRR were clarified by analyzing the guidelines for school facilities and equipment. The study revealed that past damage assumptions for natural disasters are not sufficient, and that preparation from the viewpoint of disaster mitigation or disaster reduction is necessary to cope with disasters of unexpected magnitude.

Academic Significance and Societal Importance of the Research Achievements

本研究の学術的な意義は,健全な生態系が有する防災・減災機能を積極的に活用して災害リスクを低減させるという考え方Eco-DRRを導入した学校防災体制を開発・試行することを通して、地震災害・津波災害,あるいは多発する豪雨災害などの自然災害から,様々な領域の研究者(法律学・自然地理学・生態学など)が学際的に協力して課題を解決する方策を示すことができた点にある。社会的な意義は,少子化の進展で学校規模の適正化が大きな社会問題となっている現状の下で学校統廃合の基準に,施設の新旧などに加えてEco-DRRの視点から自然災害に強いという観点での学校規模的成果を提案するための基礎的資料を提供できた点にある。
