Outline of Annual Research Achievements |
In line with the project's aim to understand patterns of (dis)investments in coal financing, one key output is a preliminary mapping of Japanese private banks' and development finance institutions' financing in the Philippines and key shifts in the wake of the Paris Agreement. For FY2021, additional data gathering, triangulation and analysis are planned. Preliminary qualitative data also helped illuminate some of the reasons for continued investments or disinvestments which will be followed-up in the interviews. The principal investigator's participation at a well-attended online event on the UN SDGs has also helped promote the findings of the project. The research is especially relevant in light of Japan's recent pledge to achieve net-zero emissions and to limit coal project financing abroad.

3: Progress in research has been slightly delayed.
Reason
The implementation of the project has been slightly delayed due to travel restrictions in both Japan and the Philippines as a result of the pandemic. The first round of semi-structured interviews, in particular, has not progressed as planned.

Strategy for Future Research Activity |
The preliminary results of the database, document and literature review are currently being analysed and triangulated. The results will be presented in a key industry conference (pending acceptance of abstract) and academic conference on Asia in the summer. Desktop research, archival research, article submission and attendance in industry events (online) will continue in FY2021 as planned. In lieu of face-to-face interviews, interviewees will be asked to participate in online interviews or questionnaires.

Causes of Carryover |
Personnel expenditures will be the main expense for FY2021. A research assistant has been hired to help with data gathering (mainly documents in Japanese) and with the database. A professional translator will also be hired for the interviews and transcription services.
