Research Abstract |
To understand the effects of long-serving, we have surveyed in five city halls in Osaka Prefecture and interviewed two long-serving mayors and their officers. The interviews to mayors have also given us why they could continue to win elections as well as their life histories. We have found that the facts that mayors could avoid the side effects of long-serving, and that made them possible to win elections continuously.
