Research Abstract	Act on Medical Care and Treatment for Persons Who Have Caused Serious Cases under the Condition of Insanity, as a first act on treatment mentally disordered offenders in history in Japan, was enforced in 2005. This research compared the arguments on mentally disordered offenders recent years with those in 1970-80s. Compared the two periods, contrast views are presented, on penalty and responsibility, classification between mentally disordered offenders and mentally disordered patients(non-offender), specialized treatments in insane offenders.
