I analyzed the effect of the transfer of human resources from public sectors in various aspects. First, I find that the transfer of human resources from the central government mainly decreased the expenditure of local municipalities. Second, we find that the transfer could also affect the allocation of financial resources in academia. These findings suggest that the allocation of human resources could affect the financial condition of economic entities. These findings would help us to understand the human capital spillovers and optimal policy design.
