Research Abstract |
This study is a Japanese version of Comparing Climate Change Policy Networks Project in more than 20 countries and regions. The project consists of a media analysis and a network analysis with a questionnaire survey and an interviewing. In the network analysis, we selected 125 institutions related to the issues and finally we interviewed or received answers from 72 institutions with the returning rate of 57.6%. One of major findings is that they consists of two groups, one is an aggressive group to be eager to reduce CO2 emissions as an institute. Based on the legal base, this group is seeking to a more officially proactive target to the government. Another group is relatively negative group to seek a business as usual target and method. Ministry of Economy, Trade and Industry, the Federation of Economic Organizations and industry organizations belong to this group. A polarization in policy networks and interest groups is a main political background of Japanese climate change policy.
