Outline of Final Research Achievements |
In order to make environmental management successful, there are two important factors. One is political leadership of the local chief executives and the other is participation of local people's organizations. In the Philippines, people's organizations often loose their connection with local governments when mayor changes through election because of extreme imbalance of political power between them. However some people's organizations can keep connection with the local government regardless the changing of mayors if they succeed to make good relationship with local bureaucracies. To encourage participation of local people's organizations that lack expertise and fund, active support from local governments, NGOs and especially private companies which have big funds and expertise is crucial.
