| Research Abstract |
To deal with problems arising in modern-day administrative states, basic concepts and institutions in administrative law need theoretical reevaluation from the viewpoint of “governance.” This study proposed some new concepts and approaches. It also tried to evaluate their empirical utility in legislative and judicial processes.
