Research Abstract |
In the national project it is not enough to analyze the policy making process by the Rational Actor Model (Allison, 1971) which is based on the engineering based project management. It is also important to look at legitimacy which enables the project to survive for a long period. From the perspective the Organizational Process Model has been interested in unintended malfunctions in the project organization. And it is also useful using the Governmental Politics Model to clarify the process how the participants constructed and advanced the project by their attractive statements. The largest contribution of this research was that it explained the complex relationship among project management, organizational institutionalism and social construction in the national project management.
