Outline of Final Research Achievements

In this study, we targeted social media and city council minutes as document genres to investigate the awareness of citizens and municipalities regarding policy issues. Opinions from citizens and city council members were classified based on their stance, such as for or against, and attributes such as usefulness, regional dependency, and relevance to policy issues were identified and combined to extract opinions, which were then compared by city. The proposed method revealed a significant improvement in the extraction accuracy of citizen and city council member opinions through multi-task learning that considers attention mechanisms and relevance to policy issues. These findings have been accepted for publication in the international journal IJDL (Springer, IF: 1.8 (5 year impact factor, 2022)).

Academic Significance and Societal Importance of the Research Achievements

学術的には、ソーシャルメディアと市議会会議録という異なる文書ジャンルを対象として、言語モデルT5を用いて、適合性とのマルチタスク学習やアテンションを考慮して、統一的に立場を比較できる手法を実現した点にその意義が認められる。社会的意義としては、実験を通して、社会課題に対する都市間の意識の差や市民と市議会議員の意識のギャップを明らかにすることができた。一例としては、カジノなどの統合リゾート（IR）誘致に関する市議会議員と市民意見を大阪市と横浜市とで比較した結果、大阪市の方が横浜市よりも賛成意見が多いことを明らかにし、最終的に実際に大阪市に誘致されることになった結果と矛盾がないことを明らかにした。
