Outline of Final Research Achievements |
This study elucidates how local governments, enterprises, and higher education institutions collaborate to enhance the quality of local higher education personnel in the context of new talent development strategies for fostering local industrial and technical personnel in contemporary China. As an emerging economic power, China is striving to produce high-quality industrial and technical personnel not only in metropolitan areas but also in local regions. This research identifies the entire formation process of cooperative education, characterized by direct circular flows and various manifestations of roles among the government, enterprises, and universities. It also clarifies the overall picture of the local systematization of talent development and the transformation of local economies and societies brought about by this tripartite collaboration.

Academic Significance and Societal Importance of the Research Achievements |
本研究で扱う「人材開発のローカルシステム化」は、意欲的に地方社会の三者協働や大学と地方企業をつなぐ人材の活用という視点からの総合的検討を行うことで、新・内発的発展論として新たな地方発展形態が明らかとなる意義があり、比較教育学における人材開発研究を格段に進化させうる。これから中国経済の行方を左右していく地方人材の重要性が高まる状況下で、三者協働による人材開発のローカルシステム化の研究は、日本をはじめとする先進諸国においても問題となっている、若者定着に向けた雇用創出やカリキュラム改革、また新たに創出される人材のあり方までを含め、地方人材開発の全体像を実証的に考察するうえで大きく役立つ研究である。
